Can civilians buy Simunition rounds?

Simunition products are not sold directly to civilians for personal use. The company restricts sales to authorized law enforcement agencies, military units, and certified instructors. Federal and state laws in the USA do not prohibit citizens from owning Simunition, but the company chooses not to sell directly to civilians.
